He advises clients and employers (both public and private), developers, contractors, specialist subcontractors and consultants across a range of sectors including, Housing (private and public sector), Commercial, Hotel and Leisure, Manufacturing and Industrial.
David also advises on contentious PFI/ PPP work as well as project and transactional work. He was involved in the NHS Lift primary health care initiative since its inception in the early 2000’s, acting both on project work and dispute work for Liftcos, Funders, Principal Contractors and on more mainstream PFI acting for developers in relation to deductions claims and defects claims.
David’s PFI/PPP work also expanded to embrace expertise in both contentious and non-contentious aspects of public procurement within the construction sector. The non-contentious work involves advising clients (Housing Associations, Local Authorities and Developers/ Contractors) on compliance with various aspects of the Public Contracts Regulations 2015. The contentious aspects have concerned several challenges (some resulting in proceedings in the TCC) to procurement decisions by Authorities primarily in relation to the award of public contracts.
David completed a Post Graduate Diploma in Public Procurement Law and Practice, with Distinction, at Nottingham University
